The arithmetic

Five is where the maths flips.

A per-person tour costs about $85 a head whatever the size of your party — that number never moves. A per-group tour costs about $298 for the booking, so its cost per head falls with every person you add.

For two people that is a terrible deal. For five it draws level. For six and beyond, the private option is simply cheaper — and for a family, quieter, at your own pace, and with a guide who is yours. Nobody advertises this because it only becomes true at a party size the industry does not price for.
